The briefing

Katalyst Space's LINK servicing spacecraft reached low Earth orbit on July 3 aboard a Northrop Grumman Pegasus XL, beginning what NASA calls a high-risk, high-reward attempt to grapple and reboost the Neil Gehrels Swift Observatory before atmospheric drag forces reentry later this year. Katalyst delivered the 425-kilogram spacecraft within nine months of a $30 million contract award last September, repurposing hardware originally built for a 2027 NEXUS servicing demo.

The company will spend two weeks on checkouts, then two to three weeks surveying Swift to confirm grapple points on a satellite never designed for on-orbit servicing. It was also the final scheduled flight of the air-launched Pegasus.

ESA signed an initial €51 million ($58.3 million) contract with Airbus Defence and Space to begin work on Aeolus-2, the operational successor to the 2018 wind-lidar demonstrator, targeting a 2034 launch and adding an aerosol instrument alongside a lidar roughly twice as powerful as the original. Eumetsat will incorporate the data into operational forecasts. On the capital side, Hongqing Technology, Landspace's satellite affiliate, raised 1.3 billion yuan ($191 million) in a round backed by the investment arms of all five big Chinese state banks, taking total funding above $368 million as it builds toward the 10,000-satellite Honghu-3 filing.

In Washington, Reps. Dan Meuser and Gil Cisneros disclosed the first known congressional SpaceX purchases following the June 12 IPO, with Meuser's dependent buying $15,001 to $50,000 on June 15 and Cisneros disclosing a $1,001 to $15,000 purchase on June 18. Separately, a GAO review of 13 Space Force programs flagged a roughly $340 million payload overrun on OPIR geostationary orbit (GEO) and continued uncertainty around its Vulcan-assigned launch, while NASA and the Small Business Administration signed an SBIC-linked agreement steering at least 60% of participating fund capital into seven aerospace focus areas.

A Northrop Grumman Pegasus XL deployed from its L-1011 carrier at 4:36 a.m. Eastern on July 3, placing Katalyst Space's 425-kilogram LINK servicer into low Earth orbit after three days of weather and technical scrubs. NASA said controllers established contact with the spacecraft, which was built in nine months under a $30 million contract to grapple and reboost the Neil Gehrels Swift Observatory before its decaying orbit forces reentry. The mission is the last scheduled Pegasus XL flight.

ESA books Airbus for €51M Aeolus-2 start toward 2034 launch

ESA authorized Airbus Defence and Space on July 2 to begin work on Aeolus-2, the operational successor to the 2018 Aeolus wind-lidar demonstrator, under an initial contract worth €51 million ($58.3 million). The satellite will carry an upgraded Doppler wind lidar roughly twice as powerful as the original plus a new aerosol instrument, with ESA now targeting a single-satellite launch in 2034 and Eumetsat planning to fold the data into operational weather forecasts.

Congress members disclose first known SpaceX purchases after June 12 IPO

Two House members bought SpaceX stock in the first known congressional purchases after the June 12 IPO: Rep. Dan Meuser's dependent child bought between $15,001 and $50,000 on June 15, and Rep. Gil Cisneros disclosed a $1,001 to $15,000 purchase on June 18. Cisneros said outside advisers manage his portfolio; Meuser's office did not comment. Members may hold and trade individual stocks under STOCK Act disclosure rules.

Hongqing raises $191M as Chinese state banks back Landspace satellite affiliate

Hongqing Technology, the satellite manufacturing affiliate of Chinese launcher Landspace, closed a round of more than 1.3 billion yuan ($191 million) announced July 2, lifting total financing above 2.5 billion yuan ($368 million). Investment arms of China Construction Bank, ICBC, Bank of China, Bank of Communications and Agricultural Bank participated alongside Jinpu Capital and regional state funds. Hongqing filed the 10,000-satellite Honghu-3 constellation with the ITU in 2024 and is scaling production toward 100 to 500 satellites annually.

GAO flags cost growth and launch risk across Space Force portfolio

The Government Accountability Office's July 2 annual review of 13 Space Force programs found the OPIR GEO missile-warning constellation, built by Lockheed Martin, at roughly $9.5 billion with about $340 million of payload subcontractor overruns tied to software complexity. The first satellite was completed in January but its launch is uncertain because it is assigned to ULA's grounded Vulcan. GAO also cited digital-engineering shortfalls and a fiscal 2027 White House proposal to zero the Northrop Grumman-built Polar segment that appropriators are restoring.

NASA and SBA route SBIC capital into seven aerospace focus areas

NASA and the Small Business Administration signed a memorandum of agreement using the SBA's Small Business Investment Company program to attract private capital into companies building critical space components. Participating funds will commit at least 60% of invested capital to seven NASA focus areas including nuclear power and propulsion, scaled launch infrastructure, advanced software and avionics, and biomedical and life support. A new NASA Office of Strategic Capital will manage the effort but is not offering direct loans.
