SpaceX pulled the first task order out of the Space Force's newly enlarged National Security Space Launch (NSSL) Phase 3 Lane 1 ceiling, taking $1.6 billion for 18 Falcon 9 flights from Vandenberg through 2027 to deploy Space Based Sensing and Targeting satellites, a portfolio spanning Space Development Agency (SDA) tracking and missile-warning layers. The award lands two weeks after the Lane 1 ceiling tripled to $17 billion, with one provider absorbing the near-term West Coast surge. SpaceX flew NROL-95 for the National Reconnaissance Office from Cape Canaveral on July 30, its third NRO mission under NSSL Phase 2.

Telesat detailed its plan to vacate 160 MHz of Upper C-band in exchange for $189 million in FCC incentive payments, part of a $6.3 billion pool that also flows to SES and Eutelsat, with transition plans due November 5. Amazon's Kuiper unit asked the FCC to authorize a 5,105-satellite Amazon Leo direct-to-device system in five shells between 510 and 580 kilometers, using L- and S-band rights from the Globalstar deal, targeting 2028 deployment. The Space Force added $250 million for All Points Logistics to build spacecraft processing capacity at Vandenberg by 2029, its largest award yet to relieve payload-integration bottlenecks.

Boeing CEO Kelly Ortberg told analysts the Starliner propulsion redesign is going well and that the cargo-only Starliner-1 flight could go this year if NASA can find a docking slot, a firmer tone than any since the 2024 Crew Flight Test was reclassified as a Type A mishap. Katalyst Space's LINK servicer, launched July 3 to reboost NASA's Swift observatory under a $30 million contract, has been in a multi-axis spin with two of three reaction wheels non-functional; the company is trying to stabilize the vehicle with electric propulsion before Swift's orbit decays past a viable rescue.

SpaceX takes $1.6B in NSSL Phase 3 Lane 1 orders for 18 sensing and targeting launches

The Space Force awarded SpaceX two task orders totaling $1.6 billion for 18 Falcon 9 launches from Vandenberg through the end of 2027 in support of the Space Based Sensing and Targeting portfolio, which covers SDA's missile-tracking Tranche satellites, the SpaceX-built Space Data Network Backbone and the Space-Based Airborne Moving Target Indicator constellation. It is the first task order issued since the Lane 1 ceiling was raised to $17 billion on July 17, and Space Systems Command said the roughly one-launch-a-month pace reflects the demand growth behind that ceiling increase.

Telesat locks in $189M path for FCC Upper C-band clearing

Telesat geostationary orbit (GEO) said it will execute a transition plan to vacate 160 MHz of Upper C-band spectrum in the contiguous United States under the FCC's Upper C-band order, qualifying it for $189 million in incentive payments plus reimbursement of reasonable transition costs. CEO Dan Goldberg said the company will work with earth station operators and enterprise customers on migration, with transition plans due to the FCC by November 5, 2026, a main clearing deadline in December 2030 and full completion targeted by June 2031.

Amazon Leo files for 5,105-satellite direct-to-device system on Globalstar spectrum

Amazon's Kuiper Systems subsidiary applied to the FCC to authorize the Amazon Leo D2D System, a 5,105-satellite constellation spread across five shells between 510 and 580 kilometers to connect standard unmodified smartphones. The system would use L- and S-band frequencies inherited through Amazon's pending Globalstar acquisition plus Ka- and V-band gateway links, with initial deployments beginning in 2028. Amazon has already named Vodafone, DirecTV, Herotel and Australia's NBN as launch-market partners and is seeking waivers to bypass standard processing rounds.

Boeing signals Starliner could fly cargo mission this year

Boeing CEO Kelly Ortberg told analysts on the company's second-quarter call that the redesign of Starliner's thruster and helium-leak issues from the 2024 crewed test flight is going well and that the next mission, a cargo-only Starliner-1 flight to the International Space Station, could occur this year if NASA can find an open docking port and crew time. NASA had earlier classified the 2024 Crew Flight Test as a Type A mishap, and Boeing has spent 2026 remediating the propulsion system before returning the vehicle to service.

Katalyst's LINK servicer spinning as Swift rescue window narrows

Katalyst Space said its LINK on-orbit servicing spacecraft, launched July 3 to reboost NASA's Neil Gehrels Swift Observatory under a $30 million contract, has been in a multi-axis spin with two of its three reaction wheels non-functional and only partial reaction control thruster functionality. S- and L-band communications remain working after a bus reset, and the company plans to use electric propulsion thrusters to stabilize the vehicle before Swift's orbit decays toward 300 kilometers in October, the point at which reboost is likely no longer possible.

Space Force awards All Points $250M to expand Vandenberg satellite processing

The Space Force awarded All Points Logistics a $250 million contract to design and build a commercially owned and operated spacecraft processing center at Vandenberg's Mission Development Zone, with capacity available by 2029. It is the third and largest award under a Commercial Solutions Opening to expand payload integration, following $77.5 million to Astrotech at Vandenberg and $78.25 million to Blue Origin at Cape Canaveral. The facility will include multiple bays, dual encapsulation areas and blast-rated hazardous processing to keep pace with growing military and commercial launch demand.
